This will encourage players to come back to strive for those extra levels in Cyberpunk 2077. The new expansion promises to deliver new missions, questlines, and many more elements to the game. So, there wouldn’t be much point in exploring them if there is no reward.
What does increasing your level do?

Perk points can be spent within the various skills. Then, these open up perks that fine-tune your build in Cyberpunk 2077. However, you will only have so many skill and perk points to spend when you reach max level. It is possible to earn more perk points, but skill points are locked to your max level.
