Note 1: To start the main quest of Wasteland 3: The Battle of Steeltown, you’ll need to reach level 9. Once you leave Ranger HQ and end up on the world map, the Patriarch will tell you how to reach Steeltown. It’s directly south of Arapaho Caravan (seen in the image below).
Note 2: You may do The Battle of Steeltown‘s content at any point in time past level 9, and enemies will simply be scaled based on your level. However, make sure you complete the objectives before reaching the point of no return in the main campaign. Otherwise, you’ll get locked out.
Note 3: For the sake of clarity, I was able to finish the main campaign of Wasteland 3 last year. Unfortunately, I also lost my save file after upgrading my PC. Thankfully, the developers were kind enough to send a save file with level 12 characters and decent loot, enough to get started with the expansion. Since this save didn’t progress too far into the main campaign, I brought along two custom Rangers, Lucia Wesson, Marshal Kwon, Jodie Bell, and Scotchmo.
