There’s a main quest called “A Hidden Weakness” that takes you close to the Flooded Slums of Paris. However, you can still obtain the weapon while free-roaming.

 

In the Flooded Slums, you’ll see a church that’s partially submerged. There’s a crypt nearby that’s also filled with water.

Swim down the passage until you reach a small room.

There’s a rat swarm here, and you can slide through the opening off to the side to reach the chest with the Scythe of Tribulation. If you destroy the door’s barricade, it’ll lead to another passage that takes you back to the surface.

Stats/perks: The Scythe of Tribulation is automatically set on fire after a successful light or heavy finisher hit.
