Paypal has revealed in a new blog post they are changing the way they are dealing with crowdfunding.

In the past, Paypal’s policies have led to projects such as Yatagarasu and Skullgirls from getting the money they were pledged in a timely manner.
Paypal explains that they make a distinction between crowdfunding and preselling. To them, preselling indicates that there will definitely be an end product given to funders. Crowdfunders, on the other hand, give their money with the risk that they may not be getting any end product delivered to them.
In short, Paypal will be working more closely with specific crowdfunding projects, to determine which are likely to deliver, and therefore support. You can read the details here.
