It is highly recommended that you remove the storm before traveling here because you will have a hard time seeing anything, but if you want to visit here before completing the quest that does so, we have the steps for you. However, if you’ve already completed the quest to remove the storm, we have the steps to get to Dragonhead Island.

How to reach Dragonhead Island in Zelda: Tears of the Kingdom (TOTK) without removing the storm
First, you will want to travel to coordinates 0389, -1791, 2336 on Great Sky Island.
This position provides the best gliding path to reach the Joku-u shrine.
I found it easiest to leave a pin in the map to the location you want to go, as seen above. So the yellow cursor is the path you will paraglide through, and the three pins will get you to the desired locations.
You must also ensure you have enough food in your inventory to refill your stamina wheel, as this will be a long glide. It took me three pieces of food to make the trip to Dragon Head Island.
Keep gliding straight, and you will eventually run into the Thunderhead Isles.
From here, you will want to drop straight down without gliding.
You will want to begin slowly descending by using your paraglider again when you see the notification that you have reached Dragon Head Island.
Eventually, you will then drop into the Joku-u Shrine from above.
How to reach Dragonhead Island in Zelda: Tears of the Kingdom (TOTK) after removing the storm
First, you must complete the Secrets of the Ring Ruins quest, which will remove the storm and make it easier to see while traveling.
Afterward, you should head to the Popla Foothills Skyview Tower at coordinates 0604, -2126, 0878.
You will then want to head to Thunderhead Isles by Paragliding from the Skyview Tower. You will want to put a marker on the map for the Thunderhead Isles location to make it easier to find. The one thing you will want to remember as you make your way through the Thunderhead Isles to Dragon Head Island is that you can Ascend through the downward-facing pillars. Therefore, you aim to reach the highest point possible by using this method and head southeast.
This will lead you to the Dragonhead Island location at coordinates 1377, -3342, 0429.
