To lower the water level in the Shadowkeep, Church District, start from the Church District Entrance Site of Grace and drop down onto the roofs below.
From here, continue forward and jump over the water onto the next building directly to the north. You’ll encounter some fire enemies here, but feel free to run past them.
Next, you will notice some rubble leading upwards on the right side of this building. Climb up this rubble and jump across to the building straight ahead of you.
You’ll encounter a very tough enemy on this building, which I recommend not fighting at the moment. He doesn’t drop any good loot, so it’s not really worth it. Run past him and you’ll notice archways rising up to the higher section of the Church District. Jump on the archways.
Make your way to the top and you’ll encounter a hole in the roof. Jump down and continue forward on the chandelier-like structure until you reach solid ground.
Once you are on solid ground, you’ll find a giant hole in the ground. Jump down to the lower level. Once you’re on the ground floor, immediately take a right and then a left to reach an area with a pathway and water.
Make your way across the pathway and keep pressing forward until you reach a ladder. Climb the ladder to reach a giant mechanism, which you must activate to lower the water level and trigger a small cutscene.
There you have it, you have officially lowered the water level in Shadowkeep, Church District. Now you are able to reach the lower levels of the area, leading to more loot and places to explore. I recommend heading down immediately and activating the Site of Grace so you can easily fast travel to this location.
