You used to be able to run Legend Lost Sectors as well as other activities to try and earn new exotics, but no more. Now, if you want to get new Exotic armor in Destiny 2 The Final Shape, you must reset your rank with Rahool once to first unlock tier 2 Exotic focusing.

After resetting his rank, head to the Exotic decryptor menu and there will be a third page exclusively for unlocking new Exotic armor. And if you want to unlock all the new armor of every class, you’ll need to have a decent amount of Exotic Ciphers stocked up.
