For those who want it immediately and have spare funds, buying Hard Target might be the best course of action. Once you’ve reached level 30, the sniper will become available to you, and you can buy it from certain vendors. To buy Hard Target in Starfield, visit:

How to find Hard Target in Starfield
Alternatively, you can rescue the weapon from the corpse of a dead high-level boss-like enemy. This method is a little cheeky, but will work eventually. High-level boss-status enemies, like captains, have a chance to drop Hard Target. The most agreed-upon method is to kill the captain on Rasalhague II in the Rasalhague system.
Grav jump to the system and travel to the Biolab on Rasalhague II. You’ll have to make your way through a bunch of tough enemies, so make sure to be prepared and to quick-save every moment you get. The captain at the end of the Biolab is level 60, but I’m sure you’ll be fine. Whittle their health down to critical condition, then drop a quick-save. This is in case he doesn’t drop Hard Target upon death.
If the captain doesn’t drop Hard Target, then reload your last save and keep killing him until he does. There you have it! Your very own Hard Target. You can repeat this process again and again in the hopes of getting the epic or legendary versions of this already incredible weapon.
