Since the game is an RPG, your level plays a big role in how you perform. On top of that, the game is a looter shooter which means you’ll be flooded with rewards. As you level up, the game takes what gear you have into account. This means that if you have a low-level weapon, mod, grenade, or melee weapon the game may assume you’re at a lower level than you are. It’s always a good idea to get the new gear as soon as you level up. When all your gear is at the right level, you’ll start seeing more Evenly Matched labels.

In other words, leveling up alone isn’t going to make you stronger. It just gives you more access to skills that make you better. The gear that you have on you ties everything together. 

How often should I get new gear?

This question is entirely up to how you play. For me, I like to change my loadout as soon as I can. Once I level up, there’s more that opens up. Of course, you may have a weapon that you may like that can be overhauled. But when you reroll, you lose the perks that probably made it special. By switching up and constantly updating your kit, the combat and level of missions will more often than not drop to your level.
