Hydro characters are very important especially if you want to perma-freeze enemies. Ganyu is already the top option among Cryo characters, so you can just plop down a Hydro tower when she’s around. Assuming you don’t have Ganyu, then perma-freezing via a Hydro character and a Cryo tower becomes a viable alternative.

 

Barbara is a great free-to-play option owing to her charged attacks. You can apply the Hydro status effect in a small area, and it can be cast repeatedly.

If you have Mona, though, then she’s an even better pick. Her elemental skill pulses to cause Hydro effects on hostiles that go near it (which means you’ll want to place it in front of a spawn point). Oh, and like Barbara, her charged attack also does an AoE water blast.
