However, if you want to find The Valentine, which is the sea shanty singer’s ship, you can try Andromas V-B or Ororum II-A. It’s unlikely that you’ll find the sea shanty pirate there, but those are two locations where people online have found him, so it’s a better place to search than others.
If you want to experience random encounters in Starfield, all you need to do is frequently jump to planets and moons. Eventually, you’ll get lucky with a random event and, hopefully, you’ll find the sea shanty pirate.
